东北地区第三产业的发展水平相对落后于第二产业，也落后于东部地区第三产业的发展水平，这一现象已经成为东北振兴的制约因素。以往对东北地区第三产业发展的研究多以省为范畴，本文则将东北地区作为一个整体，采用基准分析法，通过实证分析，确定东北地区第三产业内部的主导产业，以图通过主导产业的大力发展，带动整个第三产业的发展，乃至东北经济的振兴。

英文摘要：

The development of the tertiary industry in the Northeast relatively lags behind the secondary industry there, as well as the development of the tertiary industry in the eastern part of the country. This phenomenon has become one of the Constraints on the boost of Northeast. The previous similar study of the third industry in Northeast China is mostly limited to provincial areas, this paper takes the Northeast China as a whole, employing benchmark approach and empirical analysis, determines the leading industry of tertiary industry in Northeast China, so as promote the development of the tertiary industry as a whole and the economic revitalization in Northeast China.
