Based on a comprehensive analysis of the advantages and disadvantages of existing collaborative innovation models of SEMs,the paper takes into consideration the fundamental changes in the institutional environment which will be brought by ＂the comprehensive deepening reform where market plays a decisive role in resources allocation and government plays a more effective role＂proposed in the Third Plenary Session of 18 th Central Committee. Then,the paper constructs the improved collaborative innovation model of SMEs under the new situation and,meanwhile,gives a comprehensive explanation of the mechanism of the model. This model can provide support to the development of theory and practice for collaborative innovation of SMEs under the situation of comprehensive deepening reform in China.
