According to a traveler's behavior model, a route diversion model and a queuing model are proposed. Second, a travelerls behavior is contrasted between equipped and unequipped traveler infor- mation systems under incident conditions during the peak period. The evolution of queue length is considered on a network with two links network considering an incident bottleneck. Traveler information systems impacts are demonstrated which can make the network operate closer to system optimal equilibrium during the incident period. Last, the model is analyzed and validated by a numerical example.
