当前海事部门的审核管理效率已不符合现代海事管理所提出的“数字化”和“信息化”要求,需构建一套具有先进性、扩展性、实用性和易用性的海事审核管理信息系统.对此,基于实际需求,对海事审核管理信息系统的总体功能、框架、模块划分和数据库架构进行设计,提出从软件开发平台到具体子系统的实现方法,并对其关键问题进行阐述.系统投入运行后可有效减轻管理人员的工作负担,加强航运公司和海事管理人员的双向联系,使海事审核管理符合当前现代海事管理的要求.
英文摘要：
The digitization and informatization of modem maritime management need an advanced maritime auditing management information system with expansibility, practicability and usability. The system with description of the overall function, the frame, the module division and the database schema is proposed according to the actual demand. The implement methods include software development platform and subsystem realization are also presented. The key problems of system development are expounded. The system can relieved the management burden and promote the contact between shipping companies and the maritime administration institutions.
