This paper includes：the organizational structure and functional reconstruction of early warning management of air traffic safety,the circulating manner of early warning management, and the supervision system of early warning management. Moreover, the frame of the early warning management institution system of air traffic safety is set up elementarily so as to realize the early warning functions and form the efficient self-organization system of preventing and correcting errors in the organizations of air traffic management, in which the setting organization institutions of early warning management, the safety operation guarding institution and the operation management institution of the early warning system are involved.
