英文摘要：

Based on panel data from 2003 to 2013 about eastern eleven provinces, the paper studies the impact of R＆D input on the regional technical innovation performance with the Eviews method. Moreover, it analyzes the different impacts of R＆D spending on the technical innovation performance in the Pearl and Yangtze river deltas, and in the Bohai rim. The result shows that R＆D expenditure has a remarkable positive correlation with technological innovation performance in the eastern region, that the contribution of R＆D staff input is higher than the R＆D funds input, and that differences exist in the contributions of R＆D investment to the technical innovation performance three economic circles. Lastly, the paper analyzes the causes and proposes corresponding countermeasures.
