基于我国2002~2011年1001个食品安全事件的研究表明:食品经营者的“明知故犯”是食品安全问题的关键成因;农产品初加工、食品深加工、销售,餐饮是食品安全的薄弱环节;供应链不同环节食品安全危害程度差异显著,食品深加工是危害程度最大的环节;预警缺失、处罚不力是食品安全监管的“软肋”。解决我国食品安全问题,应完善食品安全预警制度,提高食品经营者的违法成本,加强对食品安全薄弱环节的监管,促进食品安全行业自律和相互监督。推动多方监管力量的合作。
Based on 1001 cases concerning food safety during the year 2002 to 2011, the authors deeply study the principle reason, weak link, hazard rating and regulation measures of food safety accidents in China through case study and cross tabulate. The research indicates that: the principle reason of food safety is due to the food business operators' misconducts; the weak link of food safety lies in food agricultural product processing, selling and catering; there is significant difference in the food safety hazard rating in different links of food supply cha/n; insufficient warning and weak punishment is the weakness of food safety regulation. To solve the food safety probtem in China, the authors put forward some countermeasures, such as making food safety warning system more perfect, enhancing food business operators' cost of violating the law, strengthening supervision on weak links, promoting industrial self- discipline and supervision, and cooperation of participators.
