在江苏省环境风险因子筛选基础上，重点分析了环境风险源分布特征及各类突发环境事件的主要诱发因素。从法制建设、产业结构布局、环境风险类型和监督管理等方面剖析了当前存在的主要环境风险问题，并从政府部门监管、企业风险防范和公众参与等方面提出了综合环境风险管理对策建议。
英文摘要：
Based on environmental risk factors screening in Jiangsu province, the environmental risk sources distribution and all kinds of main factors which cause emergency environmental accidents were mainly analyzed. The existing main environmental risks on the aspects of legal system construction, industrial structure layout, types of environmental risks, supervision and management were dissected. Moreover, suggestions of comprehensive environmental risk management countermeasures in ways of the government supervision, enterprise prevention and public participation were proposed.
