With the accelerating process of urbanization and the increasing development of the urban social economy, the city is facing a series of urban water issues, such as a shortage of water resources, the deterioration of water environment, the destruction of the water heritage, the flood control&drainage, which seriously hampers the development of the urban social economy and draws a socially widespread attention. Through the gray model of residual modification, this article selects the assessment criteria of the urban water conservancy and the social economy to empirically analyze and forecast the coordinately developing trend. To the lack of the modern water conservation awareness, the insufficiency of the modern urban water conservancy and the constraints of social economic development, etc. the article puts forward some effective countermeasures, such as improving the science and technology innovation of the urban water conservancy, making the urban flood protection system perfect, deepening the urban water management system, to improve the coordinated development of the city water resources and social economy.
