英文摘要：

Energy intensity is fluctuating in China since 2000,which is new phenomenon. The paper makes decomposition analysis on the fluctuations in energy intensity based on a complete decomposition model. Results show intensity effect dominates during the fluctuations of energy intensity in nation and the secondary industry, while structural effect does less; The secondary industry plays a major role in the the fluctuations of national energy intensity, and manufacturing sector dominates during the fluctuations of energy intensity of the secondary industry. And the structure of industries affects the fluctuations in energy intensity less,duing 2000-2002 decreasing the energy intensity,while increasing it during 2002-2007.
