以电建工程为背景,对工程评标的主要因素进行分析,依据各投标单位的指标值构成判断矩阵,计算评价指标的熵值并确定其熵权,再结合主观权重产生综合权重,从而建立基于熵权的综合权重评价模型.通过实例验证了该模型的适用性,并比较了熵权法、基于熵权的综合权重法和直接打分法的3种方法评标效果,结果表明该方法可行、便于使用,为电力工程建设的评标决策者提供了直观而有效的技术方法.
This paper takes electric power construction projects as background, analyzes the main evaluation indices which affect projects construction. The paper defines the entropy of the evaluation index by the judgement matrix which is made of the index value of all cases, uses the entropy of the index value to define the entropy weight, gets comprehensive weight combined with subjective weights, and establishes evaluation model. Its application is illustrated with an example. The bid evaluation effect is compared with three methods of the entropy weight method, direct scoring method and the comprehensive weight method based on the entropy weight. A case study indicates that the proposed method is reliable and practical, so as to provide an intuitive and effective method for decision-makers in electric power construction projects.
