用SPSS17．0统计分析软件对2011年全国政府效率居前15位省份的政府效率标准化值、社会组织数和人均国内生产总值的相关性进行二元变量的相关分析数据显示，改革开放以来，社会组织健康发展的地区政府效率较高，经济发展较好。其要因之一是这些地区继承了历史上由众多社会组织产生的大量社会资本。中国的社会组织从来不是国家的对立物，两者的目标是一致的。《国务院机构改革和职能转变方案》提出扩权社会，充分体现了国家对社会组织的高度信任和期待。
英文摘要：
The ＂Scheme of the Institutional Reform and Function Transformation of the State Council＂ proposes the reform of social organization management system. Some scholars believe that the goal of reform toward a civil society is misreading. The reform of social organization management system should be based on the Marx＇s theory on state and society relationship. Marxism holds that the state and society are binary; they are two in one. State represents society, and state relies on society. Using SPSSIT. 0 statistical analysis software on a bivariate correlation analysis of go organizations and per capita GDP in the top 15 vernment efficiency normalized values, the number of social provinces on the 2011 government efficiency list, the data shows that the healthy development of social organizations contributes to local government efficiency and economic prosperity. One of the important reasons is that these areas have inherited rich social capital produced by numerous social organizations. In China, social organizations have never been the opposite of the state; both have worked for the same goals. The ＂Scheme＂ proposes expansion of social rights, which fully reflects the trust of the state in and its expectations for social organizations.
