为了适应绿色发展理念,更好地实现我国工业企业的转型升级,必须尽快解决工业企业长期面临融资难的问题。当前,我国绿色债券发行呈现数量快速增加、资金募集用途广、分布较均匀、发行品种和主体较为集中、发行利率普遍较低、评级与第三方认证机构增加等特点;基于系统工程的角度考察,应从政府部门的顶层设计、市场主体的机制建设和企业层面的具体执行等三个层面谋求我国工业企业发行绿色债券的具体对策。

Financing difficulties of industrial enterprises in China should be solved in order to realize their transformation and upgrading better and adapt to the concept of green development. Currently, China＇s is-sue of green bonds is characterized by sharply increasing quantity, wide fund-raising purposes, relatively e-venly distribution, concentrated issue varieties and entities, low issuance rates, increasing ratings and third party certification bodies. To solve the problems, countermeasures, from the perspectives of system engineering, should be taken with top designs of government departments, mechanism constructions of market entities,and specific implementations on enterprise level.
