This paper presents a theoritically logical framework for the social shaping of urban regeneration paradigm： ＂ Spatial Justice（ reason）- Community Empowerment（ process）- Policy Paradox（ performance）. ＂ It is shown that：（ 1） The change of urban regeneration paradigm comes from the pursuit of spatial justice in the theory and practice. The change abandoned commercialization,fragmentation and standardization during the process of the production and reproduction of space in the past.（ 2） Community empowerment becomes a key way to achieve spatial justice with community organizations and individual in the form of public participation communities to effectively maintain the spatial justice during urban regeneration.（ 3） Community empowerment requires the soil of social autonomy.
