首先介绍近年来国内外旅游目的地面临的各类安全问题,阐述了旅游地自然灾害风险管理的相关概念以及和应急管理的区别,探讨建立重点旅游地区自然灾害风险管理框架的方法和内容。通过自然灾害分析、区域脆弱性分析和旅游地的暴露分析,就未来固定时间段内该目的地可能造成的潜在损失进行计算。为了将潜在损失控制在能够接受的范围内,由当地政府协同旅游管理部门与利益相关各方共同探讨降低灾害风险的工程手段和技术手段,并且核算为此所需要的投入,在潜在损失和投入之中进行决策,提出该旅游地区的区域发展目标和政策。该风险管理框架是从游客、当地政府、旅游经营企业、当地居民四方利益相关者之间合作参与旅游风险管理出发,提出四位一体的旅游地区自然灾害风险管理框架,希望为我国重点旅游地区确立自然灾害风险管理范式和旅游可持续发展提供理论依据。
It has been proved by the practice that effective emergency management after a disaster still causes an irreparable loss. The paper explores the difference between risk management and emergency management in tourist destination based on the introduction of theory and practice of disaster risk management in tourism destination in China and abroad. Then the paper studies the method and content of establishing an framework of disaster risk management in some key tourism destination. This framework, mainly from the aspect of cooperation of tourists, local governments, tourism operating enterprises and local residents to participate in tourism risk management, puts forward a four-in-one tourism risk management framework model of tourists, local governments, tourism operating enterprises and local residents and offers theoretical basis for formulating the disaster risk management paradigm in tourist destination and the sustainable development mode of tourism.
