采用文献分析的方法,对国内外现有的研究成果进行系统性梳理,侧重对公共服务绩效评价的价值理念、评价方法、评价指标三个方面进行分析,结果可发现:公共服务绩效评价的价值取向已由注重效率、追求投入产出比的最大化向注重结果和公众满意方面转变;公共服务绩效的评价方法主要包含效率的客观测量和公众满意度的主观感知两方面;公共服务绩效评价指标的选择趋向多元化,包括效率、效益、结果、公平等指标。
This article adopts the method of literature analysis, the existing research results at home and abroad were reviewed, and anlyzes the value idea, evaluation methods and evaluation indexes about the perfor- mance evaluation of public services. The results found that; the value orientation of performance evaluation of public service has changed from focusing on efficiency, the pursuit of maximization of input and output ratio to focusing on result and public satisfaction. The methods of public service performance evaluation mainly in- elude the objective measurement and the subjective perception of public satisfaction. The selection of public service performance evaluation index is tending to diversification, including efficiency, effictiveness, results, fair. etc.
