ased on the analysis of the present situation of safety management in urban rail transit, the necessity to evaluate the emergency rescue capability during operation is discussed. The fuzzy analytical hierarchy process （FAHP） method is applied to carry out qualitative and quantitative analysis for those functional factors in emergency rescue process and an evaluation model is built based on the theory of system engineering. A real case of urban rail transit in China is cited and its defects in safety management are pointed out for the improvement of safety management of urban rail transit.
