At the heart of China′s ＂One Belt One Road＂ strategy is infrastructure construction and the energy industry is a key area for infrastructure development.As an influential alliance of developing countries,the ASEAN has been an important partner to China under various cooperative frameworks and has given positive response to China ′s ＂One Belt One Road＂ strategy.The economies of ASEAN members are not on the same level — Singapore,Brunei and Malaysia are relatively rich and the other members are relatively poor.The ASEAN has significant conventional fossil energy resources,but distribution is uneven.All other members than Singapore have rich water resources,but development has been low.The ASEAN also has abundant renewable energy resources.In the face of tight energy supplies and climate change,all ASEAN members have hammered out their own energy policies and long and medium-term development objectives.To meet its energy policy objectives,the ASEAN is expected to invest a total of 2.36 trillion US dollars in its energy industry between 2016 and 2040.China and the ASEAN are highly complementary in terms of distribution of energy resources and reserves,energy equipment manufacture and energy technology,and energy investment and construction.Extensive cooperation between the two sides is already underway in the fields of electricity interconnection,energy investment,energy facility construction and equipment export although there are also problems faced by them.The article suggests continuing to give publicity to China ′s independent diplomatic policies based on the ＂Five Principles of Peaceful Coexistence＂,encouraging ＂put aside disputes and engage in joint exploitation＂ on the principle of inviolability of Chinese territory regarding the South China Sea dispute and striving to enhance Chinese energy companies ′ abilities to participate in energy construction in the ASEAN.According to the article,Chinese companies must take political stability into consideration when deciding to invest in an
