基于DPSIR模型的浙江省“五水共治”绩效评价

随着浙江省"五水共治"即"治污水、防洪水、排涝水、保供水、抓节水"工作的全面开展,对"五水共治"水环境治理绩效的评价愈发迫切和必要。本文利用驱动力—压力—状态—影响—响应模型(DPSIR模型)构建一个广义水环境治理绩效的评价模型。在该模型的基础上设计一套包含目标层、准则层、要素层和指标层四个层级,涵盖48个指标的浙江省"五水共治"绩效评价体系。应用该评价体系对2014和2015年浙江省"五水共治"绩效进行测算。结果表明,2015年浙江省"五水共治"总体绩效有明显提高,总得分涨幅为5.1%。"压力"和"状态"指标情况有所好转,得分涨幅分别为7.2%和5.3%。"驱动力"指标得分小幅上涨1.3%,水环境"压力"趋势上行。"影响"指标得分涨幅为6%,还未达到DPSIR模型中"影响"指标应具备的放大效果。该评价指标体系能够反映出各级政府在"五水共治"水环境治理方面的进步和不足,具有一定的实际应用价值。

英文摘要:

With the recent launch of "multi-type water resource governance" for "sewage treatment, flood control, drainage, water supply and conservation" in Zhejiang Province, there is more urgency for making performance evaluations of water environment governance.The current model(driving force-pressure-state-impact-response:DPSIR) was modified to establish a generalized performance model for evaluation of water environment governance.On the basis of this generalized model, a performance evaluation indicator system for "multi-type water resource governance" was devised to include four basic parts:object layer, criterion layer, factor layer, and index layer(containing 48 indexes).This evaluation system was used to determine the performance of "multi-type water resource governance" from 2014 to 2015.The results indicate that the overall performance of such governance in 2015 improved significantly; the total index score rose 5.1%.The conditions of pressure and state appeared to improve, resulting in index score increases of 7.2% and 5.3%, respectively.A 1.3% increase in the index score for the driving force signaled that the upward trend in pressure remains intact.The index score of impact rose 6%, which indicates that the magnified effect of impact in the DPSIR model was not achieved.This evaluation indicator system can reflect progress and deficiency in "multi-type water resource governance" of governments at all levels; and thus, has practical value for such application.
