我国“‘十一五’规划纲要”提出的按照主体功能区的划分对国土的开发和利用进行规划的空间发展观对我国社会经济发展空间组织的影响将是深远的。本研究基于对东北地区空间发展的总体情况的概观,结合利用GIS数据库分析所获的区域开发综合评价结果,遵循一定的区划原则,获得了东北地区未来振兴的主体功能区划分的初步方案,对于东北地区振兴规划的编制,尤其是空间总体布局的确立提供了重要的科学支撑,同时本研究所遵循的“全局判断——分区评价——方案确定”的基本框架对于其他区域主体功能区的划分具有借鉴意义。
‘Integrated function zoning', a new concept of regional development according to 4 major function-oriented zones, which was advanced initially by the outline of the eleventh five- year plan for national economic & social development of the People's Republic of China, is of operability in regional development planning. And it will have profound influence on spatial organization of social and economic development in China. As a part of advanced research on compilation of ‘Northeast Revitalization Planning', this paper attempted to provide a draft of integrated function zoning for northeast China. This research constructed and followed a basic framework for integrated function zoning, which is ‘judging overall situation - evaluating enumeration units - compiling a planning'. First of all, it made a comprehensive view of northeast China, including population, GDP, industry, land use, resources and environment. And then, with county-level GIS data and two indicator systems, it evaluated both status quo and prospect of each unit's development. Finally, based on the findings made by the above two steps, it worked out a draft planning of integrated function zoning for northeast China. The draft is very conducive for compiling ‘Northeast Revitalization Planning' and the 3-step research framework will be of use for reference during other regions' integrated function zoning in the future.
