In order to achieve the conversion from ＂resource dependency＂ to ＂innovation driven＂ of economic growth and social development,Guangdong must vigorously develop RD services,and form a ＂double wheels driven＂ pattern combined with manufacturing industry,then engender synergy effects to promote the competitive advantage of productions or services.This paper discusses the development situation and problems of Guangdong RD services,and puts forward the strategic thinking,policy recommendations and appropriate safeguards to promote the RD service industry of Guangdong.
