How to prevent it before the disaster, dispose it in the disaster and deal with recovery and construction after the disaster have become an important issue that the academic and practical circle should consider. As an important branch of emergency management field, recovery and reconstruction theory has made great progress in recent years, but the systematic theoretical system is very defective, which will cause that the restoration and reconstruction in the disaster areas often lack effective guidance.
