党中央确定“十二五”时期发展主线是转变经济发展方式,党的十八大报告为经济转型提供了新设计和新理论,主要任务是实现经济增长方式转型.由政府主导和推动的中国经济市场化转型是从财政分权改革开始的,因而通过梳理以往财政分权与经济转型研究文献,从财政分权视角对当前经济转型中产业升级、就业稳定与新型城镇化三大热点问题进行理论探析并提出政策建议.

The main line of the Government＇s ＂ 12th Five -Year＂ Plan is to development; its main task is to achieve the transition of economic growth push forward the transition of economic Fiscal decentralization is the start of China＇s economic reforms, thus the government always assumes the leader＇s role in the economic reform. With point of this view, this paper reviews literature and forms basic viewpoints of upgrading employment and new mode of urbanization based on the theory of fiscal decentralization, key problem that China＇s further economy transition needs to solve and offers some policy of industrial, stability of and finally points out the recommendations.
