英文摘要：

This paper positively analyzes the performance of China＆#39;s cotton storage policy , and studies the macro-control effect on cotton price by selling storage cotton or purchasing cotton for storage .The re-search indicates that the policy failed to achieve the goal of influencing market price of cotton ;temporary purchasing policy not only distorts the market price , but also makes the government bear severe financial burden .To prevent drastic fluctuations of cotton prices , temporary purchasing policy should be phased out and restore the strategic reserve attributes of cotton storage .Meanwhile , subsidy policy on target in-come and compensation policy for farmers＆#39;income loss should be adopted , and increase technology in-vestment in cotton production .
