Generic technology and special technology are different hierarchy and they have inner characteristic hierarchical data structure. In view of technology hierarchy theory, generic technology is single technology supply and special technology is double technology supply nested in generic technology.Factors influence generic technology supply are protection of developmental achievement ,innovation net and innovation opportunity. In the future, the key to solve the dilemma is strengthening the research and supply of generic technology.
