通过文献分析、归纳与演绎法等方法,对体育社团在政府购买公共体育服务中的作用及优化路径进行梳理与研究。研究显示:体育社团在提供满足社会成员多样化体育需求的产品与服务、整合社会资源与政府互补共同管理体育事务、承接政府转移的职能并且提供专业支持等方面发挥较大的作用。但体育社团在政府购买公共体育服务中的积极性与主动性不强,对吸收社会力量参与政府购买体育公共服务的贡献不够,自身建设不健全。基于此,在借鉴以美国为例的西方发达国家先进经验的基础上,提出完善法律法规、加大对体育社团的支持力度,明确政府与体育社团的角色定位,建立密切的合作关系,建立完善的绩效评估机制和监督体系,加强体育社团内部管理机制建设等建议。
Literature study,induction and deduction of the sport associations'functions in the governmental purchase of the public sports service showed that the sport associations played an important part in providing products and services that met the needs of sports of members of the communities,in integrating social resources,in managing sports service with the governments,and in undertaking the transfer of government functions and providing professional supports.However,sport associations were not enthusiastic in the governance and participation.To solve these problems,the successful experience of the foreign countries such as the U.S.could be drawn.It was urgent to improve laws and regulations,and increase governmental support for the sport associations.It was of importance to clarify the role of governments and sport associations and reinforce co-operations.Finally,it was of great need to build a perfect performance evaluation mechanism and supervision system.Moreover,the sport associations needed to improve the construction of internal management systems and mechanisms.
