In the context of global financial crisis, China~s export-oriented small- and medium- sized enterprises get into unprecedented trouble and lack of honesty is one of the causes in addition to their own unreasonable industrial structure. From the impact of their outer environment, we study and elaborate the factors influencing their behavior selection, such as the impact of the behavior of government, financial organization and other relevant enterprises on whether they choose honest operation, then, on the basis of current honesty mechanism, explore its function principles and finally propose the honesty management system combining one information platform and two mechanisms in order to help small- and medium-sizd enterprises develop better and faster.
