Based on the Riou （2006） model and the factors of promotion of officials, a new economic geography model is proposed, which includes a single central government and two local governments, and follows Keen （1998） and Boadway （2004）. The standard research paradigm assumes that in the process of economic decision-making, the central government is a leader of the steinberg form, and the local government plays a follower role. Theory proves that the existing promotion mechanism for officials is a factor in the division of the region. Improvement the promotion mechanism of officials and strengthening the exchange of officials may be conducive to breaking the segmentation of China and promoting regional economic integration.
