this paper discusses the differences between industry chain and value chain, and introduces the concept of culture industries in the round; puts forward several principles which should be followed when designing culture industry chains, i.e. making use of local resources adequately, cultivating advantageous culture industries, shaping culture brands, properly accumulating so as to bring accumulating effect into play, thinking much of product innovation, technology innovation and notion innovation, doing best in orientation, combining reasonable exploitation with effective protection; provides a real case on designing culture industry chains, and constructs Kaifeng＇ s culture industry chains system from culture tourism, conference and exhibition, traditional craftwork product, Song Dynasty＇ s mass amusement and act.
