近年来，对农地征用的研究已有很多，有的学者主张界定、明晰地权，有的学者主张建立监督约束机制，目的都是为了使农地征用规范化、程序化、利益分配公平化。本文在对农村地权的界定和农地征用中各方利益博弈的分析基础上，着重分析了政府行为，认为农地征用与当前GDP至上的区域经济竞争，以及与其相联系的干部提拔政治升迁有很大关系，并从执法、法律教育、政府考核以及财政方面提出政策建议。

英文摘要：

There are much research on acquisition of agricultural land, someone hold that clarity property rights, someone hold that establish oversight and restraint mechanisms, purposes are for standardization, procedures of acquisition of agricultural land and fairness of interest share. On the ground of specification of rural ownership and game analysis of Interests of all parties in the acquisition of agricultural land, this paper importantly analysis behavior of government, and then make a conclusion that this phenomena in connect with political promotion what measured by GDP, aloag with competition- oriented regional economy. So, in the case of tight local budgets, for assessment of political achievements, local government want to invest for economy growth, land finance just solve problem of shortage of funds, local government in acquisition of agricultural land does not respect rural land ownership and damages interests of farmers. Finally, this paper proposes policies and advices from the perspective of law enforcement, legal education, Official assessment, finance.
