分析了GIS数据格式与KML数据格式的差异性和数据转换的技术瓶颈，提出了解决方案和总体设计方法。并以GIS中最常用的Maplnfo数据格式为例，利用MapBasic语言在Maplnfo平台上进行二次开发，编写一个数据转换插件，基本实现了MapInfo到KML格式的数据转换。

英文摘要：

The differences between Maplnfo data and Google Earth data had been analyzed and the resolution of the technical bottleneck had been proposed. At last a little tool based on Maplnfo platform for converting the data from the format of Maplnfo which is one of the most common GIS data, to the format of KML was developed.
