采用目标抽样法对开发区企业土地利用基本数据进行调查,以期分析不同级别开发区之间的土地利用差异。以地均投资强度、地均产出强度、容积率和建筑系数4个指标对武汉市开发区内典型企业土地利用情况进行测度。结果表明:国家级开发区内企业和省级开发区内企业在土地利用上总体差异显著;而在单项指标上,两级开发区内企业在地均投资强度、容积率和建筑系数上差异显著,而在地均产出强度上差异不显著。地均产出强度上差异不显著说明国家级开发区对省级开发区的经济效益优势并不突出,所以管理部门在国家级开发区扩区和省级开发区扩区及升级时应加强对地均产出强度的考核。
Land use differences among different levels of development zones is analyzed by investigating the basic data of land use of the development zone enterprise with goal spot-check method. There are notable differ- ences between the land use of the state-level and the provincial-level development zone enterprise in Wuhan City as far as the whole situation of the following four indicators is concerned: unit investment intensity, unit output effi- ciency, plot ratio, and building coefficient. When measured by each of the above indicators separately, there are prominent differences between the two kinds of land use in the following three respects as unit investment intensity, plot ratio and building coefficient are concerned while minor differences in the unit output efficiency. This result shows that the economic benefit of the state-level development zone is not significant. Therefore, it is suggested that the assessment of the unit output efficiency performance should be strengthened by the relevant administration.
