By the full review on the relation between urbanization and industrialization, we recognize the harmonious nature and the time and space difference of measuring standard. Even though existing theories explainir~g the coordination relatison, but they ignore the structural harmony relation and the influence of culture, institution, etc. And it is unknown whether it is right on time dimension. There is no perfect measuring method, but needing deep cognitivity and reference. Then, on the base of reviewing the practices in China, the paper indicates that the nature of the relation between new-type urbanization and new-type industrialization in China lies in the time and space dynamics of coordination. So we need a series of measures, especially changing the urbanization model with high cost and realizing structural adjustment and efficient aim by modern industries and urban forms.
