The shunt influence of high speed railway(HSR) on air transportation was fully considered,and a bi-level programming model was established aiming to minimize the general construction cost and maximize the effectiveness of the high speed passenger transportation network.Case studies prove the correctness of the model,which provides a quantitative method for airport location at present in China.
