英文摘要：

The innovation capability of Chinese enterprises is relatively weak,while the public RD institutions have not built a complete innovation chain.The authors argue that universities should integrate research human resources and research infrastructures by establishing large RD platforms.And local governments should support industry and academic enterprises to create such large platforms,which gathering interdisciplinary research teams,and be the bases for innovation strategic alliance.
