Risk management based on the Command Information System runs through the operational command activities. This text set out from the actual situation about the structure and the organization of the Command Information System, identifies the risk around the risk factors of the Command Information System, provides a risk evaluation method based on the information entropy theory. In this text, the risk assessment of the organization plan process in the operational command activities is modeled as an example. It provides qualitative analysis and quantitative analysis methods to assess risk of the Command Information System scientifically under the indetermination condition.
