A principle of constructing cognitively diagnostic testing is discussed theoretically in this paper.A sufficient and necessary condition that guarantees to build a bijection mapping between knowledge states and ideal response patterns is given.This condition is that test blueprint contains the reachability matrix as a sub-matrix.Some possible important applications of the result are collected or proposed,and some further topics are listed in the end of the paper.
