针对政府在中小企业竞争情报供给中作用研究的不足,文章在公共管理视角下,围绕政府在中小企业竞争情报供给与服务中的作用及工具进行了研究。中小企业竞争情报的准公共物品属性决定了中小企业竞争情报供给中政府干预的必要性。针对干预目标,本文探讨了中小企业竞争情报供给中的政府工具箱,包括资金补贴、合同承包、特许经营、信息手段、凭单制及法律法规。基于委托代理理论分析了各种工具的适用性,并在此基础上,分析了工具的政策意义。
In view of the shortage of the research on the government role in Competitive Intelligence (CI) supply for Small and Medium-sized Enterprises (SMEs), this paper studies the role and tools of the government in CI supply and service for SMEs from the perspective of public administration. The quasi-public goods attribute of the SMEs' CI determines the necessity of the govern- ment intervention in CI supply for SMEs. As for the intervention goal, the paper discusses the government toolbox in CI supply for SMEs, including subsidies, outsourcing contract, franchised operation, information means, voucher system, and laws and regu- lations. The paper analyzes the applicability of various tools based on the principal-agent theory, and based on this, analyzes the policy implications of these tools.
