According to present situation of research on emergency management of earthquakes in china, the concept of basic unit for the emergency management and the corresponding regionalization are presented. And then the relationship between disaster risk zoning and emergency management is discussed. Furthermore, principles of urban emergency management and the essential functions of the basic unit for urban emergency management are studied. Finally, sketch map of urban emergence management regionalization based on administrative regionalization is provided.
