Based on the perspectives of function and cognition, this essay makes contrast to south -north axis and east -west axis of Beijing from government planning documents and public media reports. It finds out that the cognition on two axes by government＇ s top - down design and media＇ s down - top report is totally different, presenting in focusing, positioning and planning. In the end, this essay makes suggestions on the planning and constructing of Beijing＇ s city axes.
