文章通过演化博弈模型分析了行业协会参与食品安全社会共治的条件。研究表明：在现有监管体制下行业协会是否可以发挥作用,取决于政府的监管空间以及行业协会能力的大小。当行业协会能力不足时,政府出于风险考虑不会与其合作,行业协会无法参与共治;当行业协会具备一定的合作能力,但政府监管空间过大时,行业协会也难以参与共治。只有当政府缩小监管空间使得其与行业协会的合作收益为正时,行业协会参与社会共治才会真正发挥提升食品安全治理的效果,且政府的监管空间越小,行业协会能力越强,行业协会参与共治就越有可能。基于上述结论,提出改进行业协会参与共治的策略建议。

英文摘要：

This paper uses evolutionary game theory model to analyze the condition of industry association participating in food safety co-governance.The result shows that：in the current regulation system,whether the industry association can participate in food safety regulation is depended on the regulation space government give to the association.When the capability of industry association is not enough,the government will not cooperate with it so that industry association can not participate. When the capability of industry association is enough,but the regulation space is too large,then the industry can not participate in it.Only when the government lessen the space and the income of cooperation is positive,then the industry association will participate in the food safety governance. Based on the result above, this paper comes up with the strategy and suggestion of industry association participating in food safety regulation.
