信息网络是新的生产力代表,是区域实施创新驱动发展战略的先导力量。利用2003-2013年中国30个地区的面板数据,从基础设施、产业支撑和终端应用三个层面设计指标构建信息网络发展指数,并进行有效测度和考察。在此基础上,采用两步差分GMM法实证检验信息网络发展对区域创新的整体效应、结构效应以及条件约束。结果表明:信息网络发展指数存在空间分布不均衡现象,呈现出"东高西低"的阶梯状分布,且不同省市之间表现出较大的发展差距;信息网络发展对区域创新存在显著的正向整体效应;结构效应中,信息网络终端应用对区域创新的促进作用最为突出,而产业支撑尚未表现出显著的区域创新效应;信息网络发展对区域创新的影响还存在明显的条件约束,经济发展水平低下会弱化信息网络发展对区域创新的积极作用。因此,应迈开"互联网+"步伐,提升信息网络相关产业的整合能力和融合能力,并充分考虑地区差异,为中西部地区信息网络发展与区域创新提供坚实的经济基础和友好的政策环境,改善信息网络发展的空间分布不均状态,缩小区域间与区域内的发展差距。
Information networks is an important factor for regional economy to achieve the innovation - driven way of economic development. This paper use the provincial panel data from 2003 to 2013 to measure the development of information networks in 30 districts from infrastructure, industry support and terminal appli-cation. Based on this, two - step GMM empirical method has been used to test the overall effect, structure effect and conditional constraints information networks has on regional innovation. The results show that: the index of information networks development is obviously uneven distributed in different areas, which means it is high in the eastern district while low in the western district, and shows great disparity among different prov-inces ;there is a significant positive overall effect between information networks development and regional inno-vation. For the structure effect part, terminal application turns out to be the most important factor to regional innovation, industry backing hasn?t shown significant influence on regional innovation yet. Besides, The effect of information networks on regional innovation has obvious conditional constraints by economic development level which means poor economic development can weaken the positive influence that information networks on regional innovation. These findings suggest that we should speed up our pace to Internet +’’ and promote the integration and fusion capability of some information industries. In the other hand, regional differences should be fully considered. The economic foundation and friendly policy environment are two key breaches for middle and western areas to accelerate their development of information networks and regional innovation and to im-prove the uneven distribution of information networks.
