Chinese strategic emerging industries could be considered as a technology-led and market-driven industrial system which is planned by the state to obtain national competitive advantage in post-crisis era, Based on the analysis of the composition, distribution, and the cluster development of Chinese strategic emerging industries, it can be considered that there is homo-organic of strategic emerging industries between regions, as well as more common demands for information resources. On the basis of the analysis of the type of service principal of strategic emerging industries, including government policy makers and managers, enterprises managers and scientific and technological innovation people, it can be found there are more common demands for information resources. Overall, in this paper we proposed information resources guarantee system at the national level, and also discussed the logical framework, management model, and the construction planning and implementation of programs.
