For the constructing situation and problems of flood and drought control command vehicle in the process of water resources information, on the basis of the existing flood and drought control command system, we developed a vehicle system and transplanted real-time database and existing system functions to ensure the front commanders can master the real-time situation. The system generally is divided into data resource layer, data report layer and application layer. It uses the windows services to convert the database system as a system service running on the server. It automatically scans the remote database and transplanting data to the local database to maintain synchronous. At the same time, Struts, Hibernate, Ajax, jQuery and other technology are used to complete and show the system functions.
