Getting the benefit of the over past ten years operation of china online technology transfer center（ OTYC ）, the OTTC is becoming one of the most important innovation ability improving platform for manufacturing enterprises. However,with the rapid development of Web2.0 technology,the OTTC presents few inadequacies,at the same time, the fundamental environment for the generation of knowledge market is enforcing. Therefore, network based knowledge market framework was proposed in the paper,which could be a helpful complement to the OTI＇C. The concept and framework of the knowledge market was discussed in the paper.
