Based on the principles of cloud model and cloud computing,a new theory and method is proposed to calculate the regional carbon difference between carbon source and carbon pool.The stress is laid on a framework and method of assessing the global carbon cycle.The objective of this research is to provide theoretical basis and technical supporting for measures to decrease regional carbon emission.
