Value network is the relation and structure of the value generation, distribution, transfer and use, formed with the interaction of stakeholders. The essence of the urban community supply of public goods is a multi-link and multi-body value network relationship. Through the interpretation of the connotation and characteristics of value network, combined with the connotation of the supply of public goods in urban communities, this paper makes an exploratory construction of the value network model suitable for the supply of public goods in urban communities of China, and puts forward a safeguard mecha- nism, in order to provide reference for the theoretical research of public goods supply on urban community and for policy practice in China.
