Based on the inter-provincial data from 1997to 2010,using panel data unit root test,cointegration test,panel error correction model,panel VAR model GMM estimation,panel VAR variance decomposition to analyze the inner dependence and causality between high technology industry intellectual property creation and high technology industry growth, and put forward the countermeasure proposal to promote each other.
