山地城市防灾减灾科学问题,既是我国城镇化向山区推进的战略性工作,又是山地城乡规划与建设的技术难题和紧迫任务。针对当前城市安全可持续发展的问题和规划领域的防灾减灾研究存在视角错位,通过对山地城市灾害问题进行分析,发现城市出现的诸多灾害问题的本质,是空间承载灾害能力偏弱而导致灾害对空间的破坏引发的。为此,提出从城市实体空间视角进行防灾减灾的空间适灾思路,建立从宏观整体环境、中观空间形态、微观空间要素三个空间层面展开空间适灾研究的思路框架,以期为城市灾害防治提供新的思路和参考。

英文摘要：

The scientific issue of urban disaster prevention in mountainous cities is strategic work for urbanization towards mountain area in our country, and it is also an urgent task and technical problem in planning and construction of mountainous cities. Based on the Urban security and sustainable development, and the angle of view ＂ dislocation＂ to planning field of disaster prevention and mitigation research, mountain city disaster problems are analyzed, found the inherent problem of disaster, that is urban space breakdown to harm people. So, the thoughts of urban space adapting to disasters bad been proposed by view of physical space, and establish a framework idea from macroeconomic environment , medium space form,and microcosmic space factors. So as to provide new ideas and reference for urban disaster prevention and control.
