By constructing a two - stage dynamic game model, the paper has analyzed the impact of human flow on the transfer of knowledge and cluster upgrade in an industry cluster by FDI. Final conclusion reveals that what strategy the host government should take to maximize the knowledge spillover effect of human flow and thereby facilitate cluster upgrade, not only related to cluster characteristics, the level of development - related and technology gap, but also closely to the quality of local staff and learning ability.
